FURTHER COMPETITION FOR THE APPOINTMENT OF CONSULTANTS TO DELIVER A LOCAL PLAN UPDATE (LPU) TRANSPORT ASSESSMENT FOR BASINGSTOKE, UNDER ESPO FRAMEWORK 664-17, Lot 5

Description

Basingstoke and Deane Borough Council ("the Council") as the Local Planning Authority was seeking to appoint professional consultants to undertake a comprehensive and robust Transport Assessment (TA). This TA needs to fully inform and support the Local Plan Update (LPU) and ensure that the proposed LPU growth scenarios (the LPU development allocations) can be accommodated in transport terms.\\r\r The LPU is intended to cover a period of at least 15 years (e.g. up to 2040). The latest Local Development Scheme (LDS, Appendix B) provides the LPU timetable and an Issues and Options Consultation has recently been undertaken.\\r\r The TA will need to include an assessment of the capacity of the existing transport networks, the impacts of the proposed LPU development allocations, highlighting where and when constraints may arise, and identify how these can be satisfactorily mitigated (including any necessary sustainable transport measures, improvements and their associated costings, funding and delivery mechanisms).\\r\r
