Oldham Council are looking to appoint a strategic partner to support the delivery of its change and transformation activity. Oldham has ambitious plans for transformation, including Digital and other major change programmes which are predicated on the dual (and complementary) need to improve the service offer to residents but also to help bridge an increasing budget gap in the medium and longer term. The scale and pace of change required alongside operational delivery in such a financially challenging environment means that we require a partner who can flexibly provide resource to supplement existing change and IT capacity and work collaboratively with Oldham to deliver change programmes, not exclusively but predominantly in the digital space. As part of the tender process the Council wishes to undertake soft market testing. The purpose of the testing is to allow the Council an opportunity to refine its approach and shape our proposal.
