The Authority (The Insolvency Service) intends to procure a strategic partner to support the delivery of its Transforming Workplaces Project (TWP) project. The Authority has recently approved a Full Business Case (FBC) for the project which consists of estates transformation and rationalisation. To that end, the Authority is seeking to source a Potential Provider for the provision of a range of services which include, but shall not be limited to, strategic and advisory services, commercial advice and support, to acting as agent for the Authority, procurement support and advice, advice and expertise with regard to lease matters, general and project management, provision of outline design, to support and advise on move management, to act as principal designer, offer any other design and management where appropriate and possible, overall assurance regarding the project and delivery, and any other support and advisory services to complement and work alongside the internal project team to deliver a five (5) year programme of major and minor fitouts or closures and disposals. The Authority will require advice and commentary on various elements, such as the strategy and programme as well as any design elements and the identification, procurement and management of the underlying contractors, assessment and assurance of completed works and sign-off and handover. The expectation is that the appointed Potential Provider will act as specialist consultants able to provide consultancy services across all stages of the programme and where appropriate mapped to the RIBA plan of work.
