The Council is seeking to appoint an expert property adviser (Service Provider) with demonstrable experience who will assist the Council in achieving the objectives of its Asset Investment Strategy in the three areas: Strategic Advice and Portfolio Management: To carry out an annual review of the Council's Asset Investment Strategy to be recommended for approval by the Council and to ensure that of the Strategy is at all times maintained in line with all professional standards and guidance and to advise in relation to its amendment and application. Provision of on-going monitoring and advice service in relation to the management of the Council's strategic portfolio of assets acquired under the Strategy. Identification of investment opportunities: including development lending or direct acquisition opportunities that are appropriate investments in line with the Council's Strategy; including provision of advice, transaction services and due diligence, including liaison with officers and the drafting of reports to the Council's Investment Management Board on opportunities. Proposition and Business Case Review: Provide advice and review of Council business cases and investment proposals, as required from time to time. This advice can take the form of local area market review and include the provision of appraisals for the Council's self-development schemes.
