Description

The Authority is seeking an Enforcement Service provider. Strategic Ambitions for Harlow set out in the Authority's Corporate Strategy are to sustain and improve cleanliness of the town with the maintenance and protection of open spaces, and to develop a proactive strategy to prevent littering. Littering and fly-tipping diminish the quality and cleanliness of the public realm. Alongside street cleansing, education and enforcement of relevant legislative provisions are key to the Authority's response. The Authority through seeking an enforcement Service Provider aims to increase its capacity to educate, and to take enforcement action chiefly by issuing Fixed Penalty Notices [FPNs] in the town, to improve the environment for residents and to mitigate the burden of cleansing on the public purse.
