To procure a service provider to deliver a comprehensive start to end retrofit cutomer services journey for able to pay residents. This service will provide the support and guidance to the “able to pay” residents through installing retrofit measures which will increase uptake the of domestic energy efficiency and clean energy retrofit technologies. The service is aimed at the 'able-to-pay' market - the industry term for owner-occupiers not meeting the Government definition of fuel poor, and therefore not eligible for the Warmer Homes or Energy Company Obligation (ECO) grants. They may be unaware of the opportunities, mistrustful of suppliers, or hesitant to start without support from a reputable provider. While not fuel poor, some may need access to cheap and reputable finance to install larger measures. Subject to confirmation other local authories may participate in the procurement process.
