Moorfields Eye Hospital NHS Foundation Trust ("MEH") and the Institute of Ophthalmology, University College London ("UCL IoO") are seeking to procure move management and decanting services to support the relocation of services into a new building. The procurement is intended to secure the services of a Tier 1 move management provider to plan, manage and deliver a complex, multi-site move, including clinical areas, research and wet laboratory environments, and administrative functions. The contract scope will include (but is not limited to) the coordinated relocation of hospital services and associated assets, including wet laboratories, specialist and associated equipment, information technology equipment, fridges and freezers, chemicals, and laboratory items including biological samples, together with general administrative facilities. The appointed provider will be required to deliver a safe, controlled and sequenced move approach that maintains service continuity and manages the particular constraints and risks associated with clinical operations and laboratory environments. MEH and UCL IoO intend to appoint one provider to undertake the move for both organisations, reflecting site and logistics constraints (including limited loading arrangements) and the need for integrated planning and delivery across both organisations. Tender submissions are expected to be made as a single tender response, supported by a general specification and separate organisation-specific schedules/specifications setting out MEH and UCL IoO requirements. At award, there will be two separate contracts: one between MEH and the successful supplier, and one between UCL (as the contracting entity for UCL IoO) and the successful supplier, with separate budgets and commercial schedules. UCL is not a Contracting Authority for the purposes of the Procurement Act 2023 and MEH is not procuring or contracting on UCL's behalf; UCL intends to contract under its own contractual arrangements, and its participation is on the basis that it is not bound by the Procurement Act 2023. The relocation is scheduled for 2027. Planning will take place during 2026 and early 2027 to plan and de-risk the move programme. The contract term is expected to be approximately twelve (12) to fifteen (15) months to cover the delivery of the move and associated decanting activities.
