Tees Valley Combined Authority (TVCA)(the ‘Contacting Authority’), part of the Tees Valley Combined Authority Group, seeks to engage the market through this Pre-Tender Market Engagement (PTME) exercise in preparation for the potential procurement of a supplier to provide independent appraisal services for a Digital Transport Full Business Case (FBC) currently under development. The FBC is expected to be completed by April 2026 and will require independent appraisal to confirm compliance with HM Treasury’s Green Book, TVCA’s Assurance Framework, and the requirements of the TVCA Digital Transport Delivery Programme, prior to consideration for approval and decision-making.
