Description
Portsmouth City Council ('the council') is inviting tenders from a select list of suitably qualified and experienced suppliers to provide a Healthy Lifestyle Caseload Management System. This contract is being procured by Portsmouth City Council being a contracting authority as defined by section 2 of the Procurement Act 2023. Health and wellbeing in Portsmouth is generally worse than the national average. Furthermore, inequalities are evident with some population groups and communities experiencing significantly poorer health and wellbeing outcomes than others. The Portsmouth Wellbeing Service offers support to residents to address multiple unhealthy risk factors, such as smoking, physical inactivity, obesity, unhealthy blood pressure and alcohol consumption. The Wellbeing Service in an inhouse service within Portsmouth City Council which screens all clients for smoking status, BMI (weight and height), physical activity levels, alcohol consumption - as well as using the Edinburgh Warwick scale to support with emotional wellbeing. The Wellbeing Service engaged with over 2,500 individuals (referrals of 5,000 individuals) in the 2023/24 financial year referred from the hospital (including maternity services), GPs and self-referrals. The service proactively targets groups recognised as experiencing higher smoking prevalence including routine and manual workers, areas of deprivation as well as works with partners to improve reach to people with mental illness. The council currently use QuitManager provided by Bionical.
