The Regulator of Social Housing (RSH) is responsible for regulating social housing providers in England to ensure a viable, efficient and well-governed sector that delivers quality homes and services for current and future tenants. Established under the Housing and Regeneration Act 2008, RSH sets and enforces standards across areas including governance, financial resilience and consumer outcomes, taking action where these standards are not met. RSH regulates a range of registered providers, including housing associations, local authorities and private organisations, and works to protect tenants, support the supply of social housing and safeguard public investments. To support a healthy and effective workforce, RSH offers preventative health screening as part of its employee wellbeing package. RSH is undertaking preliminary market engagement ahead of a future potential procurement to better understand market capability, delivery models and potential opportunities to enhance this employee benefit. RSH expects staff numbers to reach circa 400 colleagues by 2027 across offices in Manchester, Leeds, Birmingham, Bristol and London, alongside a small number (circa 20) home-based employees located across England. RSH currently provides preventative health screening to eligible employees as part of its wider employee wellbeing offering. The current service is delivered by an external provider and is available to employees following six months' continuous service. Current eligibility arrangements are as follows: •Employees aged under 45 are currently eligible for a health screening assessment once every three years •Employees aged 45 and over are currently eligible for an annual health screening assessment. The current model consists of face-to-face comprehensive health assessments delivered through locations across England. Employees are provided with in-depth confidential health reports following their assessment and, where appropriate, may be signposted to further medical support. Current uptake levels, utilisation data and demographic breakdowns will be shared with suppliers where available. The current contract is due to expire on 30 April 2027, and RSH is seeking feedback to help inform the future design of this service and procurement approach. Current annual activity levels are approximately: Total employees = 355 Employees eligible for annual assessments (45+) = 183 Employees eligible for 3 year assessments (under 45) = 172 Health checks completed in the last 12 months = 170 Missed/cancelled appointments = 3 Workforce is currently spread across offices in: • Manchester = 121 • Leeds = 70 • Birmingham = 66 • Bristol = 45 • London = 34 • Home Based (across England) = 19 Workforce numbers and locations are indicative at this stage and may fluctuate over a potential contract term due to organisational change and recruitment activity. RSH is exploring options for the future delivery of Employee Health Screening Services that support employee wellbeing and early identification of potential health concerns. The future service is expected to include: • Preventative health screening assessments • Confidential employee reporting • Appropriate clinical referrals/signposting • Accessible appointments for office-based and home-based employees • Employee engagement support to improve awareness and uptake • Contract management and reporting • Promoting the service to employees eligible employees to encourage uptake RSH is also interested in understanding whether the market offers: • Alternative delivery models • Broader wellbeing services • Mental health support • Additional diagnostic services • Innovative approaches that could improve employee experience and participation Feedback received through this exercise will help inform the final specification and route to market. RSH is currently considering potential routes to market, including an open competition, and is seeking market feedback to help determine the most appropriate procurement approach. At this stage, RSH is considering whether an open market procurement may provide the best opportunity to encourage competition and attract a broad range of providers. However, alternative routes to market may also be considered where appropriate. The intention of this preliminary market engagement exercise is to better understand: • Market appetite for the opportunity • Whether the proposed requirements are proportionate and attractive • Potential barriers to participation • Pricing models • Delivery models • Whether there are alternative suitable procurement routes that suppliers believe may be suitable Feedback received will help RSH determine the most appropriate route to market and final procurement approach.
