North, Central and South Croydon South West London Integrated Care Board (SWL ICB) - Croydon Place is inviting providers, voluntary and community sector organisations, social enterprises, primary care partners and other interested organisations to attend a pre-procurement online Market Engagement Event in relation to the forthcoming procurement of the: Croydon Neighbourhood Health Community Prevention and Empowerment Programme The programme represents a significant transition to integrated, locality-based neighbourhood health prevention and empowerment services aligned to population health need and the Neighbourhood Health model. The Commissioner intends to undertake a single procurement exercise comprising three separate locality-based lots: • Lot 1 - North Croydon - Targeted Healthy Lifestyle Behaviours Service • Lot 2 - Central Croydon - Targeted Welfare, Housing, Finance Support, BME MMR Uptake & NHS App Uptake Service • Lot 3 - South Croydon - Targeted Weight Management, Social Isolation & Carer Support Service The proposed contract commencement date is anticipated to be 1 April 2027, with an intended contract term of 3 years plus an optional 1-year extension (3+1). The estimated total annual contract value across all three lots is approximately £563,000 per annum. The event will be delivered in three locality-based sections (North, Central and South). Each locality section will include: • A brief presentation outlining the proposed service model and intended outcomes; • A facilitated question and answer session; and • A structured partnership networking session designed in a "speed-dating" format to support introductions between organisations interested in collaborative delivery arrangements. The purpose of the event is to: • support market understanding of the locality-based model; • encourage partnership formation and collaborative delivery discussions. ________________________________________ Collaborative Delivery Models Although the Commissioner intends to undertake a single procurement exercise with three separate locality-based lots, the Commissioner acknowledges that the integrated and multi-component nature of each locality service may be particularly conducive to collaborative delivery models. Accordingly, providers may bid through arrangements including, but not limited to: • Lead Provider models; • Prime Provider / Integrator arrangements; • Consortium structures; and/or • Formal joint venture entities. In all cases, for each lot, a single lead contractual entity must be identified with overall responsibility and accountability for: • contractual performance; • governance arrangements; • financial management; and • compliance with all applicable statutory and regulatory requirements. Providers are therefore encouraged to consider collaborative delivery approaches where these strengthen: • service quality; • local reach; • specialist expertise; and • engagement with underserved communities. ________________________________________ Indicative Component-Level Allocations To support early partnership discussions and indicative delivery planning, providers are invited to consider the following potential component-level indicative cost breakdowns as a possible starting point for consortium or partnership arrangements. Providers should note that these allocations are indicative only and do not represent mandated funding splits or separate contractual lots. Providers may propose alternative delivery and resourcing models where these demonstrate: • value for money; • operational viability; and • the ability to achieve the required service outcomes. Lot 1 - North Croydon Service Specification Component / Indicative Annual Allocation Component 1 - Smoking Cessation Pathway £55,000 Component 2 - Alcohol Structured Treatment Pathway £27,539 Component 3 - Weight Management Prevention & Empowerment Pathway £102,000 Lot 2 - Central Croydon Service Specification Component / Indicative Annual Allocation Component 1 - Digital Inclusion and NHS App Uptake Pathway £80,063 Component 2 - BME Childhood Immunisation Awareness and Engagement Pathway £20,000 Component 3 - Welfare, Financial and Housing Advice Pathway £109,000 Lot 3 - South Croydon Service Specification Component / Indicative Annual Allocation Component 1 - Carer Strain Prevention and Support Pathway £43,651.50 Component 2 - Loneliness and Social Connection Pathway £43,651.50 Component 3 - Weight Management Prevention & Empowerment Pathway £82,127 Expression of Interest to Attend Organisations wishing to attend the online Market Engagement Event must submit an Expression of Interest no later than: EOIs by Friday 12 June 2026 at 5:0pm Expressions of Interest should include: • Organisation name; • Contact details (phone number and e-mail address); • Which locality lot(s) the organisation is interested in (North, Central and/or South); and • Whether the organisation is interested in acting as: o a lead provider; o consortium member; o subcontractor; and/or o delivery partner o or undecided. To ensure fair representation across organisations, attendance at the event is limited to one representative per organisation. Further online event details, including joining instructions and draft agenda information will be circulated to registered attendees following confirmation of attendance. ________________________________________ Important Notice This notice relates solely to preliminary market engagement and does not constitute: • a call for competition; • commencement of a formal procurement process; or • any commitment by SWL ICB to undertake any procurement exercise or award any contract.
